Major General Richard T. Devereaux is a Senior Fellow of New Westminster College. He earned a Bachelor of Science degree in 1978 in international affairs and graduated as the honor graduate, U.S. Air Force Academy; completed Squadron Officer School in 1983; was distinguished graduate and earned a Master of Science degree in systems management in 1988, Air Force Institute of Technology; was distinguished graduate in 1992 of the Air Command and Staff College; earned a Master of Science degree in airpower studies in 1993, School of Advanced Airpower Studies; was distinguished graduate and earned a Master of Science degree in national security strategy in 1997, National War College; was a 2004 Senior Executive Fellow at the John F. Kennedy School of Government, Harvard University; completed the 2009 United States-Russia Security Program at the John F. Kennedy School of Government, Harvard University; and completed the Program for Senior Managers in Government in 2009 at the John F. Kennedy School of Government, Harvard University.

Major General Devereaux has a distinguished record of ethical leadership and has served as the Director, Operational Planning, Policy and Strategy, Deputy Chief of Staff, Operations, Plans and Requirements, Headquarters U.S. Air Force, Washington, D.C. He was responsible for the development and integration of operational strategies, organizational concepts, policies and plans supporting all elements of aerospace power employment. His directorate’s eight divisions orchestrate Air Force participation in joint and regional war and mobilization planning communities; operator and warfighter talks with allies and sister services; strategic planning for missile defense; combating weapons of mass destruction; and compliance with international agreements. Major General Devereaux supervises the Air Force’s concept of operations development as well as its interface with Joint Staff and National Security Council issues. His responsibilities cross multiple functional boundaries to include interpretation of national and defense guidance for use in directing the Air Force’s capabilities-based planning process.

Major General Devereaux entered the Air Force in 1978 as an honor graduate of the U.S. Air Force Academy. He has served as a T-37 instructor pilot and managed initial development of the flight control and avionics systems for the C-17. He has held staff assignments within both the Operations and Logistics Directorates of the Joint Staff, and has worked on the Secretary of the Air Force’s International Affairs staff. His commands include a C-5 airlift squadron; an air mobility operations group; the 100th Air Refueling Wing at Royal Air Force Mildenhall, England; and the 82nd Training Wing at Sheppard AFB, Texas.

Major General Devereaux is a command pilot with more than 4,000 flight hours and has flown the T-37, C-5, KC-135 and T-1 aircraft.

Major General Devereaux’s decorations include the Distinguished Service Medal, Defense Superior Service Medal , Legion of Merit with two oak leaf clusters, Defense Meritorious Service Medal, Meritorious Service Medal with two oak leaf clusters , Air Force Commendation Medal with oak leaf cluster, and the Air Force Achievement Medal.
