BIOGRAPHICAL SUMMARY: Colonel François Vinot Préfontaine, BA, MA, KLH, KMM, MV

Colonel Préfontaine retired from the French Army in 2010 and is a Senior Fellow of New Westminster College. He is a 1988 distinguished graduate from the Saint Cyr Military Academy and was commissioned as an Infantry Officer in 1989. He earned a Masters degree in International Relations, the Diploma of the NATO Executive Development Programme (NATO – ESCP Europe), completed the French Army Infantry Officer Advanced Course, and is a 1997 graduate of the French Army Staff Course and a 2002 graduate of the German Command and General Staff Course at the Führungsakademie der Bundeswehr in Hamburg, Germany.

Colonel Préfontaine has a distinguished record of ethical leadership and presently serves as the Vice-President of Marketing for Belgian Advanced Technology Systems S.A. He spent 22 years in the French Army, retiring with the senior commissioned rank of Colonel. His professional experience and early appointments included: platoon leader with the 4th Foreign Legion Infantry Battalion and the 2nd Foreign Legion Parachute Battalion (where he gained first operational experience during deployments in Chad), a tour as a company commander with the 5th Foreign Legion Infantry Battalion in French Polynesia. Completion of the Infantry Officer Advanced Course was followed by his return to 2nd Foreign Legion Parachute Battalion as a parachute company commander. This assignment included deployments to the Central African Republic and Former Republic of Yugoslavia with IFOR.

On completing the Army Staff Course in 1997, Colonel Préfontaine served as an intelligence officer at the Headquarters, 2nd Armoured Division in Versailles and subsequently from 1997 to 2000 at the Office of the Minister of Defence in Paris.

From 2000 to 2002, Colonel Préfontaine attended the German Command and General Staff Course at the Führungsakademie der Bundeswehr in Hamburg, Germany.

On 1 July 2002, he became Chief Operations at the 16th Mechanized Infantry Battalion in Saarburg, Germany; and during this tour, he first was appointed from March to August 2003 Deputy Chief of Staff of ISAF III (GE/NL Corps) in Kabul, Afghanistan, where he negotiated the Military Technical Agreement with the Afghan authorities and later (2004) assumed the post of Chief of Joint Operations of the French forces in Chad, where he planned the first actions to help resolve the Darfur refugee crisis.

In July 2004, Colonel Préfontaine was assigned to the German Ministry of Defense in Bonnas an exchange officer to the planning division and supervised bilateral and multinational capability development.

Promoted to Colonel in 2006, he decided to join the NATO Maintenance and Supply Agency as Head of Corporate Planning and Development in early 2007. In this position, he directed a dynamic reorganisation of NAMSA’s business development structure and processes which contributed to an important increase of the Agency’s turnover. At the same time he developed and restructured the corporate planning function, introduced new planning tools and established the first NAMSA Medium Term Plan and the NAMSA 2020 Strategic Plan.

Colonel Préfontaine’s decorations and awards include the Knight of the Legion of Honour, Knight of the Order of Merit of the French Republic, and the Military Valour with Mention in Dispatches.
