BIOGRAPHICAL SUMMARY: His Excellency Professor Dr. Mohamed Berrada, LLB, PhD

His Excellency Professor Dr. Mohamed Berrada is a Distinguished Fellow of New Westminster College. Dr. Berrada completed his higher education studies at the University of Bordeaux. He was a student and award-winner in the Faculty of Law and Economics where he gained Higher Education diplomas in Economics and Private Law.  He also studied at the Institute of Political Science, the Sociology Department in the Faculty of Arts and Humanities, the Institute of Business Administration, the Ecole Supérieure de Commerce (sup de co) and Institute of Demographic Studies.

Dr. Berrada successfully completed a PhD thesis in 1967 on the entrepreneur in Morocco to become a Doctor of Economics. His socio-economic study, based on a sample of entrepreneurs at that time, sought to demonstrate that although in the first years of Moroccan independence, it is natural that the State has total responsibility, it must however create continually renewed conditions for the emergence of elite groups of entrepreneurs with a view to long term economic development, by the promotion both of a spirit of enterprise and related values within society. At the same time, the State is called upon to continually redefine and readapt its role in relation to the private sector.

In 1968, Dr. Berrada joined the Ministry of Higher Education and was subsequently appointed as Lecturer in the Faculties of Law and Economics in Rabat and Casablanca where he taught economic history, demography, national accountancy, macroeconomic analysis and business management. In 1982, he was appointed Head of Economics in the Faculty of Law and economics in Casablanca.

Dr. Berrada has a distinguished record of ethical leadership and in 1986 Dr. Berrada was made Minister of Finances in the government of His Majesty King Hassan II, a position he held until November 1993. He helped to produce and implement the programme of adjustment and structural reforms which in 1992 enabled Morocco to break away from the cycles of rescheduling foreign debt and to re-establish its financial credibility abroad. This programme, which was carried out with the support of the International Monetary Fund and World Bank, included a series of reforms such as the deregulation of restrictions on overseas trade restrictions and the economy, reform of public corporations, the process of privatisation, relaxation of foreign exchange controls at the level of normal business transactions, fiscal reform and reform of the financial market and the banking system.

In 1994, Dr. Berrada was appointed as His Majesty’s Extraordinary and Plenipotentiary Ambassador to France and Moroccan delegate to UNESCO. In November 1999, he was appointed Managing Director of the National Office of Phosphates in Morocco. In August 2001, he was appointed by His Majesty King Mohamed VI to the post of CEO of Royal Air Maroc, remaining in this role until 15 February 2006. Dr. Berrada was able to help turn this national company into a strong and structured group with a sound financial basis and capable of being an engine of growth in state hands. Here he proceeded to establish subsidiaries covering various business activities linked to air transport, from the hotel sector to services industries.  He also launched an ambitious investment programme at the fleet level, put in place a commercial strategy based on the Nouaceur HUB and on a strengthening of relations with countries in Africa. His senior-level leadership and strategy allowed the national company to register double-digit growth in traffic during the period where the world air transport sector was undergoing the worst crisis in its history.

Dr. Berrada helps to run a family businesses in the industrial, agriculture and real estate sectors. He also manages various philanthropic projects on behalf of his family, in the health, education and community sectors. As a lecturer in higher education, he has set up a Centre for legal, economic and social research in the University of Hassan II. He is the author of a number of specialist works and articles on Business Management.

Dr. Berrada has been awarded two state honours insignia that include: the Ouissam El Archfrom His Majesty the King of Morocco, and the Grand Officier de la Légion d’Honneur from the President of the French Republic.
