Major General Jack R. Holbein Jr. retired from the United States Air Force in 2005 and is a Senior Fellow of New Westminster College. He earned a Bachelor of Arts degree in Marketing and Management in 1971 from St. Joseph’s College and Master of Arts degree in Procurement Management in 1981 from Webster University, and is a graduate of the 1977 Squadron Officer School, 1985 Air Command and Staff College, and 1992 National War College.

Major General Holbein has a distinguished record of ethical leadership and presently serves as President and Executive Director of Silverfox Consulting currently providing Special Operation expertise to L3 Communications. His professional leadership experience includes:

  • February 2006 to October 2010: Chairman at Personnel Commission, Board of County Commissioners
  • October 2000 to June 2005: Chief of Staff, Senior Consultant at United States Joint Forces Command

Supervised over 100 personnel for the largest DOD functional command leading transformation for the DOD. Instituted and refined first-ever strategic engagement planning process for the command. Envisioned and implemented new strategic Homeland Security operational plans and chaired a senior leader group, which implemented these plans. Instrumental in establishing DOD personnel human resources procedures for this new command with over 3,000 employees.

  • 1971 to 2005: Major General, United States Air Force
  • October 1998 to October 2000: Commander at Pacific (SOCPAC)

Supervised over 110 personnel. Commanded all special operations forces in the Pacific theater. Managed over 2 billion in assets and a 300 million dollar budget. Commanded Joint Task Force 510, the premier crisis response team for the entire Pacific region.

  • July 1996 to October 1998: Commander at USAF

Commander of the largest C-130 wing in the world with 6000+ military and civilian personnel and 86 aircraft. Responsible for over 4 billion dollars in assets, as well as a 360 million dollar budget.

  • September 1994 to July 1996: Deputy Chief of Staff at U.S. Special Operations Command

Provided senior-level oversight of diverse Headquarters operations of a selectively manned unified command controlling 47,000+ special operations personnel with worldwide responsibilities. Directed a personnel staff of over 300 civilians and contract personnel developing and negotiating civilian and commercial contracts and establishing all HR procedures for the command.

  • March 1993 to September 1994: Commander, Joint Forces Command, 16th Operations Group

Commanded the largest composite group in the Air Force. Responsible for combat readiness for six diverse special operations squadrons, with over 60 diverse special operations aircraft assigned.

  • July 1992 to March 1993: Vice Commander at USAF

Assisted the commander in leading the Wing that was the focal point for all Air Force Special Operations forces in the Pacific theater.

  • August 1991 to July 1992: Student at the National War College

Successfully completed a rigorous 10 month graduate level course, which addressed national security policy formulation, military strategy, force employment, and joint/combined operations.

  • January 1990 to August 1991: Executive Assistant at USAF to the Chairman, Office of the Chairman, Joint Chiefs of Staff, Washington, D.C.

Handpicked as the personal advisor and executive assistant to the Chairman of the Joint Chiefs of Staff, General Colin Powell.

Major General Holbein’s awards and decorations include the Defense Distinguished Service Medal, Defense Superior Service Medal with two oak leaf clusters, Legion of Merit, Meritorious Service Medal with four oak leaf clusters and numerous other campaign and service medals and awards.
