BIOGRAPHICAL SUMMARY: Admiral John C. Harvey, Jr., BS, MPA, MSM, BS, LM, DSM, DDSM

Admiral John C. Harvey, Jr. is a retired four-star Admiral of the United States Navy and a Distinguished Fellow of New Westminster College. He graduated from the Phillips Exeter Academy in 1969 and the United States Naval Academy in 1973 where he earned a B.S. in Political Science. Admiral Harvey graduated from Harvard University in 1988 and earned a M.P.A. from the John F. Kennedy School of Government. He is a visiting lecturer at the University of Virginia’s Darden School of Business.

Admiral Harvey has a distinguished record of ethical leadership and retired from the U.S. Navy in October, 2012 after serving as the Commander, U.S. Fleet Forces Command, responsible for providing ready, responsive and relevant Naval forces, wherever and whenever they were needed. He was also responsible for providing integrated Fleet operational and warfighting requirements to the Chief of Naval Operations to guide Navy-wide resource allocation and serve as the basis for the U.S. Navy’s future force structure development and current force modernization plans.

Admiral Harvey was commissioned from the U. S. Naval Academy in 1973 and immediately commenced training in the Navy’s Nuclear Propulsion program. In his 39-year Navy career, Admiral Harvey specialized in naval nuclear propulsion, surface ship and carrier strike-group operations and Navy-wide manpower management and personnel policy development. His career has taken him to every corner of the globe and has deployed to the North and South Atlantic; the Mediterranean, Baltic and Red seas; the Western Pacific, Indian Ocean, and the Persian Gulf.

Admiral Harvey has served in a variety of U.S. Navy command positions and his senior-level leadership experience includes:

  • 31st Commander, U.S. Fleet Forces Command
  • Director, Navy Staff
  • 54th Chief of Naval Personnel
  • Commander, Cruiser-Destroyer Group Eight, USS Theodore Roosevelt Strike Group
  • Senior Military Assistant to the Under Secretary of Defense for Policy
  • Executive Assistant and Legislative Advisor to the Chief of Naval Personnel
  • Commanding Officer, USS Cape St. George (CG 71)
  • Commanding Officer, USS David R. Ray (DD 971)
  • Reactor Officer, USS Nimitz (CVN 68)
  • Executive Officer, USS Long Beach (CGN 9)

Admiral Harvey’s awards and decorations include the Defense Distinguished Service Medal, two Navy Distinguished Service Medals, five Legions of Merit, the Bronze Star, five Meritorious Service Medals, the Navy and Marine Corps Commendation Medal, and numerous other campaign and service medals and ribbons.
