BIOGRAPHICAL SUMMARY: Air Commodore Stephen James Kell, Barrister-at-Law, LLB (Hons), MA

Air Commodore Stephen James Kell is an Air Commodore in the Royal Air Force and a Senior Fellow of New Westminster College.  He was educated at Belfast Royal Academy, Northern Ireland and Queen’s University Belfast, where he read law and received a 2:1 Honours degree in 1983.  He subsequently studied for his Bar Examinations at The Institute of Professional Legal Studies Belfast gaining a distinction in 1984.  Upon being Called to the Inn of Court of Northern Ireland, he practised as an independent barrister for seven years specialising in criminal and civil litigation.  In 1991, he joined the Royal Air Force in 1991, becoming a member of the Directorate of Legal Services (Royal Air Force).  He is an alumnus of the Royal College of Defence Studies (RCDS), Seaford House, London attending the course from 2010 to 2011.  The RCDS course is affiliated with Kings College London, where he took an MA in International Strategy and Security.

Air Commodore Kell has a distinguished record of ethical leadership. He was promoted to his current rank in July 2011, and took up the post of Deputy Director of the Directorate of Legal Services (Royal Air Force) as well as becoming Head of International and Operational and Aviation Law, where he oversees all legal aspects of Royal Air Force Operations.  In additional to staff appointments, his operational tours have included Northern Ireland, the Balkans, Afghanistan and Qatar.  In his tour of the Balkans, he was the senior legal adviser to the Stabilisation Force Commander COMMZ advising on subjects including the arrest and detention of Persons Indicted for War Crimes.  In his last deployed operational tour in Afghanistan, he acted as the United Kingdom Legal Advisor to the Commander of the International Security Assistance Force, advising on all aspects of the use of force.

In his early career, Air Commodore Kell prosecuted at Royal Air Force Courts-Martial and subsequently defended accused military personnel at Army Courts-Martial in Germany.  He has commanded the Royal Air Force Legal Office in Northern Ireland and the Royal Air Force (Northern Germany) Defence Office in Herford Germany.  Prior to being promoted to Air Commodore, he completed a tour as Officer Commanding, the Regional Legal Offices, where he has senior oversight for all legal advice to Royal Air Force Commanders, including operational legal support to deployed Service personnel and duty holder responsibilities.
