BIOGRAPHICAL SUMMARY:  His Excellency Ambassador Dr. George Cassar, BA, LLD, DFNWC

His Excellency Ambassador Dr. George Cassar is a Distinguished Fellow of New Westminster College. He earned a B.A. in English and Economics in 1970 and a LL.D in Law in 1973, both from Malta University. He subsequently was admitted to the Maltese Bar in 1974. In 1978, he earned a Diploma in Air and Space Law from the University of London. His language proficiency includes, Maltese, English, Italian and Arabic.

Ambassador Dr. Cassar has a distinguished record of ethical leadership. He is a lawyer of over 40 years standing and has served as the Ambassador of Malta to the Arab Republic of Egypt since October 2012. He concurrently serves as nonresident Ambassador to Sudan and Ethiopia.

Following a period of private practice from 1979 to 1989, he acted as Legal Advisor to the Malta Development Corporation, an agency aimed at attracting Foreign Direct Investment to the island, and was involved in major industrial, manufacturing and tourist projects. He addressed prospective foreign investors at investment promotion seminars about Malta’s benefits as an investment location, advising on company law, Relief from Double Taxation and Investment Guarantee Bilateral Agreements Malta enjoys with various countries, industrial and labor law and export opportunities out of Malta. He was involved in negotiating and setting up a number of bi-partite and tri-partite various joint ventures, including feasibility study, company registration and start up procedures.

Between 1989 and 2009, he represented the Government of Malta and the shareholders’ interest as Chairman of the Libyan Arab Maltese Holding Company Limited, a commercial company jointly owned by the Government of Malta and the Libyan Arab Foreign Investment Company of Tripoli with its various industrial, manufacturing, aviation charter and maintenance, trading and tourist group and associated companies. He served on the Board of companies such as Medelec Ltd., Mediterranean Power Electric Ltd, which assemble high voltage and low voltage switchgear, and as Chairman of  Medavia Ltd, an aviation company ferrying victuals and personnel to desert oil fields and turbo-prop aircraft maintenance, as well as the hotels Milano Due, and Golden Tulip Vivaldi in Malta, taking responsibility of a managerial, commercial, financial and legal matters.

He previously served as Malta’s Ambassador to Libya, from June 2009 up to the first months of the 2011 Libyan Revolution. He was later appointed resident Ambassador to the Republic of Egypt in February 2012. He is also Malta’s representative at the League of Arab States with headquarters in Cairo and to the African Union with headquarters in Addis Ababa.
