BIOGRAPHICAL SUMMARY: His Excellency Ambassador John Bernhard, B.Sc., M.Sc.

Ambassador Bernhard is former Ambassador of Denmark and a Distinguished Fellow of New Westminster College. He earned a B.Sc. in Spanish, M.Sc. in Law and has language proficiency in English, Spanish, French, German, Dutch and Danish.

Ambassador Bernhard has a distinguished record of ethical leadership. He retired in 2011 after a 37-year diplomatic career in the Danish Foreign Service (1974-2011). He has held Ambassadorial posts in Venezuela, Spain, The Netherlands and Austria covering the IAEA, CTBTO and OSCE. His professional experience includes:

  • January 2012 – present: Independent Advisor on Politics and Law
  • 2010 – 2011: Vice-Chairman of the Board, International Atomic Energy Agency
  • 2009 – 2011: Member, Board of Governors, International Atomic Energy Agency
  • 2005 – 2011: Ambassador and Permanent Representative of Denmark to the International Atomic Energy Agency
  • September 2005 – December 2011: Ambassador of Denmark to Austria, Vienna, Austria
  • September 2001 – August 2005: Ambassador of Denmark to The Netherlands, The Hague, The Netherlands
  • August 1994 – August 2001: Ambassador of Denmark to Spain, Madrid, Spain
  • 1991 – 1994: Undersecretary for Administrative and Consular Affairs, Danish Ministry of Foreign Affairs 
  • 1979 – 1989: Adviser on International Law, Danish Ministry of Foreign Affairs 

Ambassador Bernhard’s other professional experience includes:

  • Broad diplomatic and legal experience from many other international organizations, including the United Nations (General Assembly and UN Conferences), Organization for Security and Cooperation in Europe (OSCE), Organization for the Prohibition of Chemical Weapons (OPCW), European Union and Council of Europe
  • Agent of the Danish Government in cases before the International Court of Justice and the European Court of Human Rights
  • Academic career parallel to the diplomatic career: teaching International Law and EU Law at the University of Copenhagen
  • Writing text books for the University of Copenhagen on International Law and on Human Rights
