BIOGRAPHICAL SUMMARY:  His Excellency Ambassador Viktor O. Nikitiuk, PhD, DFNWC

His Excellency Ambassador Dr. Viktor O. Nikitiuk is a Distinguished Fellow of New Westminster College. He studied at Kyiv National Taras Shevchenko University from 1982 to 1989 and earned a Master’s degree in International Law and a PhD in Law. His language proficiency includes English, Russian and French.

Ambassador Dr. Nikitiuk has a distinguished record of ethical leadership. He is the Ambassador of Ukraine to the Republic of Tajikistan since 2012, and the Islamic Republic of Afghanistan since 2013, with residence in Dushanbe. His other professional experience includes:

  • 2009-2012: Ambassador-at-Large, Acting Director General, Director General of Information Policy Department, Acting Director General, Director General of First Territorial Department, Ministry of Foreign Affairs of Ukraine.
  • 2005-2009: Minister and Counsellor, Embassy of Ukraine to the USA.
  • 2003-2005: Ambassador-at-Large, Acting Head of European Union Directorate, Head of the Euro-Atlantic Cooperation Directorate, Deputy Director General, NATO Department, Ministry of Foreign Affairs of Ukraine.
  • 2001-2003: Postdoctoral Studies at Taras Shevchenko Kyiv National University.
  • 2000-2001: Deputy Head, Acting Head of the Euro-Atlantic Integration Directorate, Ministry of Foreign Affairs of Ukraine.
  • 1997-2000: Counsellor, Embassy of Ukraine to Belgium, Mission of Ukraine to NATO.
  • 1994-1997: First Secretary, Counsellor, Head of OSCE Division, Deputy Head of the European and Regional Cooperation Directorate, Ministry of Foreign Affairs of Ukraine.
  • 1993-1994: Head of Draft Legislation Division, Ministry of Ukraine for Nationalities and Migration Affairs.
  • 1992-1993: Postgraduate Studies at the Ukrainian Institute of International Relations, Taras Shevchenko Kyiv State University.
  • 1992: Expert and Chief Consultant, Office of the Sate Councilor for Legal Policy, State Duma of Ukraine.
  • 1991-1992: Intern in Public Attorney Offices and Law Firms, USA.
