BIOGRAPHICAL SUMMARY:  Brigadier General James E. Haywood, BS, MSSE, MS, MS (NRS), MSM, DMSM, LM

Brigadier General James E. Haywood is a Senior Fellow of New Westminster College.  He earned a Bachelor of Science degree in 1983 in Chemical Engineering from Carnegie-Mellon University; earned a Master of Science degree in Systems Engineering in 1987, Air Force Institute of Technology; was distinguished graduate of Squadron Officer School in 1989; was distinguished graduate in 1994 of the Air Command and Staff College; earned a Master of Science degree in Airpower Art and Science in 1995 from Air University; and earned a Master of Science degree in National Resource Strategy in 1999 from the National Defense University.  His Acquisition Professional Development Program certifications include Program Management; System Planning, Research, Development and Engineering; and Test and Evaluation.

Brigadier General Haywood has a distinguished record of ethical leadership and presently serves as Director of the Air Force Security Assistance and Cooperation Directorate, Wright-Patterson Air Force Base, Ohio.  He leads a directorate charged with providing security assistance and cooperation to international partners via Foreign Military Sales.  As Director, Brigadier General Haywood is Headquarters Air Force Materiel Command’s focal point for administering the Air Force’s $130 billion security assistance budget supporting Foreign Military Sales to more than 100 countries, operating more than 6,700 aircraft and other weapon systems. He develops and executes international agreements and manages the command’s international affairs and foreign disclosure policies.

Brigadier General Haywood received his commission through the Air Force Reserve Officer Training Corps in 1983. His career has included a wide variety of system acquisition, program management, engineering, and operational planning assignments involving space, missile, aircraft, command and control, and cyber weapon systems.  Prior to assuming his current position, Brigadier General Haywood was the Director of Strategic Plans, Programs and Analyses, Headquarters Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio.  As a general officer, he also served as the Director of Requirements, Headquarters Air Force Space Command, Peterson Air Force Base, Colorado.

Brigadier General Haywood’s decorations include the Legion of Merit with two oak leaf clusters, Defense Meritorious Service Medal with oak leaf cluster, Meritorious Service Medal with oak leaf cluster, Air Force Commendation Medal with oak leaf cluster, and the Air Force Achievement Medal.  He also received a U.S. patent and Air Force Invention Award for an advanced concept ejection seat design.

Brigadier General Haywood’s publications include “The Effect of Media Information on Enemy Capability,” Proteus, A Journal of Ideas, 1994; “Future Air Force Strategies and Capabilities in Information Warfare,” Soldier-Scholar, 1996; “Improving the Management of an Air Campaign with Virtual Reality,” Air University Press, 1996; “Making Vision a Reality: Delivering Counterspace Capabilities to the High Frontier,” High Frontier: The Journal for Space & Missile Professionals, 2005; and “HQ AFSPC Requirements Improvements Initiatives,” AIAA Space 2011 Conference and Exposition, 2011.
