Colonel Dr. David A. Smarsh is a Senior Fellow of New Westminster College. He is a Professor of Emergency and Disaster Management and a retired Colonel in the United States Air Force. He has taught courses in emergency management, critical infrastructure, risk management, meteorology and business management courses.

Professor Smarsh’s academic qualifications include:

  • Ph.D. in Atmospheric Chemistry, Georgia Institute of Technology
  • M.S. in Business, Boston University
  • M.S. in Meteorology, Georgia Institute of Technology
  • M.S.  in Strategic Studies, Air War College
  • B.S. in Meteorology, Florida State University

Professor Smarsh has a distinguished record of ethical leadership and is a proactive leader, educator, program manager and scientist with exceptional organizational, administrative and people skills. He has a proven record of improving efficiency and maximizing profit and value of organizations. He has over 20 years of DoD expeditionary warfare experience, including intensive and progressive experience in crisis and emergency management, climate, imagery exploitation, remote sensing technologies, research, project management, and information technology. Professor Smarsh has more than 20 years of military leadership experience while holding four commander positions (chief executive officer [CEO]) and leading organizations of up to 3,800 personnel with annual budgets of up to $500 million in team building, strategic communications, and decision-making. He has led projects involving mitigating risk, impacts and monitoring programs. He also has more than 12 years of experience providing program and financial management expertise, including oversight to more than 600 projects valued at $120 million.
