BIOGRAPHICAL SUMMARY: Colonel Pekka Holopainen, MA, MSS, KCFL, MMM

Colonel Pekka Holopainen is a senior officer of the Finnish Army and Senior Fellow of New Westminster College.

Colonel Pekka Holopainen was born in Helsinki, Finland and has a distinguished record of ethical leadership. He graduated from the Military Academy (Finnish Cadet School) in 1980 and chose to serve with the Uusimaa Jaeger (Light Mechanised Infantry) Battalion. His later military education includes completion of the Captain Course (1984-85), the General Staff Officer Course in the War College (1987-89), National Defence Course (1992) and the Senior Command Course, National Defence College (1997).

As a junior officer, Colonel Holopainen assumed the responsibilities’ of the platoon leader, staff officer and company commander. In 1989, he was appointed as the Senior Staff Officer in the Information Division, Defence Staff. In 1992, he became the Military Assistant to the Chief of the Defence Staff.

In 1997, having been promoted to the rank of Lieutenant Colonel, he took the command of the Infantry Battalion in the Karelia Brigade. In 1998, he was appointed as the Chief of Staff of this brigade. He returned back to Helsinki in 2001 and was promoted to the rank of Colonel and became Director of the Department of Education in the National Defence College. In 2004, he was appointed as the Chief (J9) at the Headquarters of the Kosovo Force. From October 2004, he was assigned to the Chief of Staff of the Headquarters of the Helsinki Military Province. Since July 2007, he served as the Chief of the Force Capability Unit, European Union Military Staff. From the beginning of September 2010, he was nominated as the Director of the Department of Strategic and Defence Studies at the Finnish Defence University.

In November 2011, Colonel Holopainen was selected as the Deputy Chief Military Observer, United Nations Military Observer Mission in India and Pakistan (UNMOGIP).

Colonel Holopainen’s academic qualifications include:

  • Master of Arts in Defence and Security Analysis, Lancaster University, UK
  • Master of Social Science in Recent Political History, Helsinki University, Finland
