BIOGRAPHICAL SUMMARY: His Excellency Minister Abdou Kolley, BA, MA (Hons), ORG
Minister Abdou Kolley is the Minister of Finance and Economic Affairs of the Republic of Gambia and a Distinguished Fellow of New Westminster College. He earned a BA in Economics and a MA in Economics, both from the Jean Monnet University in Saint-Etienne, France. Minister Kolley has completed over 25 professional training programs in specialties related to governance and public sector management. He is fluent in English and French, and speaks the Jola, Mandinka and Wolof local languages fluently.
Minister Abdou Kolley has gained considerable experience working in, and with, Government and international organisations at both technical and managerial levels. With many years of postgraduate work experience as an economist and policy maker, he has developed seasoned expertise in economic policy analysis, development advisory services, as well as policy formulation and implementation, including resource mobilisation and management.
Minister Kolley has been appointed to numerous Cabinet positions in the Government of Gambia, including his current position as Minister of Finance and Economic Affairs (April 2012 to date); and Minister of Fisheries, Water Resources and National Assembly Matters (February 2012 to April 2012); Minister of Trade, Industry, Regional Integration and Employment (January 2011 to February 2012); Minister of Finance (July 2010 to January 2011); Minister of Trade, Regional Integration and Employment (March 2010 to July 2010); Minister of Finance and Economic Affairs (June 2009 to Mar 2010); and Minister of Trade, Industry and Employment (February 2007 to June 2009).
Minister Kolley has overall responsibility for the portfolio of Finance and Economic Affairs, he continues to ensure proper financial management including the formulation, execution and management of the National Budget; overseeing the expansion of the Integrated Financial Management Information System to the entire government; developing and implementing a Public Financial Management Reform Strategy; developing and implementing a Medium Term Debt Management Strategy for a coordinated approach to borrowing and ensuring that such borrowing remain within sustainable limits; and initiating many Tax and Tax Administration Reforms (including introduction of a VAT system) to enhance tax collection and improve taxpayer services.
Minister Kolley has overall responsibility for the portfolio of Trade, Industry and Employment, including Regional Integration, spearheaded many initiatives including enacting the Competition Act 2007 and setting up the Gambia Competition Commission to ensure orderly market development; developing a Country Cooperation Programme with the United Nations Industrial Development Organisation (UNIDO) after more than a decade of absence in the country of this important world body; initiatives in support of youth and women employment including the establishment of GAMJOBS; and other initiatives in support of private sector development including review of the investment regime and the enactment of new investment legislation.
Minister Kolley in his capacity as Cabinet Minister for Trade and Finance has also served in several organs and functions, including: Member of the Cabinet Subcommittee on New Bills responsible for reviewing and vetting draft bills prior to their submission to Cabinet for consideration and adoption before transmission to National Assembly for enactment; Member of the National Planning Commission of The Gambia with the responsibility of ensuring a more coordinated response to meet the socio-economic development objectives of the country; Member of the ECOWAS Council of Ministers, the oversight body over all ECOWAS institutions and organs, responsible for advising the Authority of Heads of State and Governments on all matters affecting the sub-regional integration process; Member of the ECOWAS Ministerial Monitoring Committee responsible for overseeing and providing guidance on the negotiation of an Economic Partnership Agreement between West Africa and EU; Governor of The Gambia in the ECOWAS Bank for Investment and Development (EBID); Banque Sahelo-Saharienne pour l’Investissement et le Commerce (BSIC); World Bank Group; International Monetary Fund (IMF); African Development Bank (AfDB); Islamic Development Bank (IDB); Chairman of the Governing Council of the West African Insurance Institute headquartered in Banjul, The Gambia, 2009-2011; and Chairperson of the Africa Group I Constituency in the World Bank and IMF 2009-2010.
Minister Kolley has contributed to many papers and publications, including: The Gambia’s Divestiture Strategy, Economic Watch, Volume 1, Issue 1, December 2001 published by Department of State for Finance and Economic Affairs – The Gambia; The Need for a Capital Market in The Gambia, Economic Watch, Volume 1, Issue 2, June 2002 published by Department of State for Finance and Economic Affairs – The Gambia; and Cash Budgeting and PRSP/Poverty Reduction Strategies: A Review of Case Studies and Lessons for The Gambia, March 2005, unpublished.
Minister Kolley was awarded and decorated with the insignia of the Officer of the National Order of the Republic of The Gambia (ORD) by the President of the Republic.
Minister Kolley is a strong advocate of quality higher education and is committed to advancing relations between Canada and The Gambia.
