BIOGRAPHICAL SUMMARY: Lieutenant Général Jean Paul-Perruche, CLH, KCNOM, DFNWC

Lieutenant Général Jean Paul-Perruche is a Distinguished Fellow of New Westminster College. He has a distinguished record of ethical leadership and retired from the French Army in 2007. During his career, Lieutenant-General Perruche served in numerous command and staff appointments, and as an instructor at the Saint-Cyr Military Academy.

Lieutenant Général Perruche presently serves as the Chairman and Président at EuroDéfense-France. He is a respected consultant in strategy, international organisations and crisis management. He is a Research Fellow associated with the Institut de Recherche Stratégique de l’Ecole Militaire (French Ministry of Defense), and Member of the Strategic Advisory Group of the Atlantic Council of the USA. Up to March 2007, he was the Director General of the European Union Military Staff .

Earlier he was Assistant to the Chief of Staff of the Army, Division Commander, Chief of the French Military Mission to SHAPE, Adviser to the French Chief of Defense Staff for Euro-Atlantic Security, and Deputy Commander of the 11th Airborne Division (Toulouse). He attended Operations in Kosovo in 2003 as DCOM, and in Somalia in 1993, and Chad during 1978 to 1979.

Lieutenant Général Perruche is an expert of strategic and operational affairs and has significant experience in crisis management operations and defence planning. He has contributed to numerous senior-level studies for the European Union (adviser to the Commission), NATO (preparation of the Strasbourg Summit), and the French Ministry of Defense.

Lieutenant Général Perruche is an author of numerous articles in defence and security reviews and has been an invited lecturer in numerous European and Foreign Schools and Institutes, including: European parliamentary defence committees (France, Finland, Germany, Portugal…), institutes of higher defence studies in European countries, United States Military Academy at West Point, French National School of Administration, NATO Defence College, and others.

Lieutenant Général Perruche is trilingual in French, English and German with fair knowledge of Russian. He is a graduate of the War College and the Advanced Military Studies Centre, and his educational qualifications include:

  • Engineering Graduate of Saint-Cyr Military Academy
  • Diploma in Higher Military Education
  • Graduate of the Advanced Military Studies Centre and of the Institute of Higher National Defence Studies
  • Post Graduate Diploma (DESS-Master 2) in Defence Studies of the University of Paris II (Sorbonne-Panthéon)

Lieutenant Général Perruche’s honours and decorations include:

  • Distinguished Fellow of New Westminster College
  • Commander of the Legion of Honour
  • Knight Commander of the National Order of Merit
