Lieutenant General Stanhope Sifford Spears is a Distinguished Fellow of New Westminster College. He earned a B.S. in Business Administration in 1959 from the University of South Carolina, where he was also a starting quarterback on the USC Gamecocks football team. His professional Military Education includes completion of the Armor Officers Basic Course, Armor Officers Advanced Course, the Army Command and General Staff College, and the Reserve Components National Security Course at the National Defense University in Washington, D.C.

Lieutenant General Spears has a distinguished record of ethical leadership. He served two years in the South Carolina Air National Guard before his acceptance into the Palmetto Military Academy, the South Carolina Army National Guard Officer Candidate School. Upon graduation from PMA in 1962, he was commissioned as a second lieutenant in the South Carolina Army National Guard. He served as a traditional Guard member for the next 32 years, achieving the rank of Brigadier General and assignment as Assistant Adjutant General. After completing a tour as a member of the Army Reserve Forces Policy Committee, he was appointed by the Secretary of Defense to the prestigious Reserve Forces Policy Board. The Reserve Forces Policy Board is the principal and independent policy advisor to the Secretary of Defense on matters relating to the Reserve Components.

Lieutenant General Spears was elected as the Adjutant General of South Carolina in the statewide General Election on November 8, 1994. He was sworn into office with the rank of Major General on January 11, 1995. Lieutenant General Spears was the state’s fifth Adjutant General since 1926 and the nation’s only elected Adjutant General, a position he held for 16 years, during which time his senior command of the South Carolina Military Department included the following components: South Carolina Army National Guard, South Carolina Air National Guard, South Carolina State Guard, and the South Carolina Joint Services Detachment. He retired in January of 2011 after 51 years of distinguished military service. He was promoted to the rank of Lieutenant General in the South Carolina Army National Guard by Joint Resolution of the South Carolina General Assembly on March 30, 2011, which was signed by the Governor of South Carolina on April 6, 2011. He is also a retired Major General of the United States Army.
