Rear Admiral Mohinder Kumar Badhwar is a Senior Fellow of New Westminster College. He has a distinguished record of ethical leadership and is a retired rear Admiral of the Indian Navy. He was commissioned in the Indian Navy as a Naval Constructor officer in October 1972. He has 40 years of comprehensive experience covering the whole spectrum of warship acquisition and maintenance, viz., warship design, costing and obtaining government sanctions, managing budgets and overseeing warship construction, development of warship equipment and formulation of maintenance policies, including two years in the private sector. Rear Admiral Badhwar served as the Directorate of Naval Design at Naval Headquarters, Indian Navy from 2002 to 2009.

Rear Admiral Badhwar closely interacted with all the Defence shipyards at the top level and represented the Indian Navy and Government of India on many important national, bilateral and international committees associated with warship design and construction. He had numerous opportunities to extensively interact with various international professional institutions associated with shipbuilding viz., model testing tanks, classification societies and other research establishments.

Rear Admiral Badhwar has significant experience of more than twenty years in different positions, in the Indian Navy’s impressive Warship Design Organization, the only establishment of its kind in the world, comprehensively responsible for the design of warships and management of their indigenous construction. He was the head of this organization during the last six years of service in the Indian Navy, leading a team of over 120 graduate and postgraduate engineers and 400 other professionals, engaged in concurrent design and construction of four different classes of warships including an aircraft carrier, to which 11 ships were under construction in Indian shipyards.

  • 1980: EDP and System Analysis Course, MCTE
  • 1975: DIIT in Naval Construction, Indian Institute of Technology, Kharagpur
  • 1973: BTech in Mechanical Engineering (Hons), Indian Institute of Technology, Kharagpur
