Vice Admiral Emil Ivanov Lyutskanov is a Distinguished Fellow of New Westminster College. He is a graduate of the N. Y. Vapcarov Naval Academy (Visshe Voenno Morsko Uchilishte) in Varna, Bulgaria, and earned his Doctor of Philosophy in National Security in 2013 from the G.S. Rakovski National Defence Academy.
