BIOGRAPHICAL SUMMARY: Vice Admiral Robert T. Conway, Jr., BA, MS, MSM, LM, DSSM, DSM

Vice Admiral Robert T. Conway, Jr. is a retired senior Flag Officer of the United States Navy and a Distinguished Fellow of New Westminster College. He earned a B.A. in Education and History from St. Francis University in Loretto, Pennsylvania and a M.S. in Education from Providence University in Providence, Rhode Island. Vice Admiral Conway is a graduate of the Industrial College of the Armed Forces at National Defense University in Washington, D.C., and the Leadership at the Peak Program at the Center for Creative Leadership in Colorado Springs, Colorado. He has completed executive management and business courses at several institutions including:

  • University of North Carolina at Chapel Hill, Chapel Hill, North Carolina
  • Navy Postgraduate School in Monterrey, California,
  • University of San Diego, San Diego, California

Vice Admiral Conway has a distinguished record of ethical leadership and retired from the U.S. Navy in 2009 and has served as President of R.T. Conway and Associates, Inc. since 2010. His last active duty assignment in the United States Navy was Commander of the Navy Installations Command in Washington, D.C.  As the Navy’s command and technical authority for the management of Navy shore installations, he led a team of 58,000 personnel that managed and operated 13 regional commands, 79 installations, and 2.2 million acres of land worldwide.  He organized and led a startup organization of 18 Navy Admirals and Senior Executives, 70,000 military staff, government employees and contractors in the worldwide management of Navy Installations.  Vice Admiral Conway was responsible for the senior management of an annual operating budget exceeding nine billion dollars and accountable for the operations, physical security and operational security of 80 bases worldwide. His command was awarded the Meritorious Unit Commendation by the Secretary of the Navy. He has served in numerous leadership and command assignments (operationally, ashore and overseas), and in the United States in both Joint and Navy positions during his career.

Operationally, Vice Admiral Conway served aboard the USS Vesole (DD 878), his initial sea tour, as Main Propulsion Assistant and Anti-Submarine Warfare Officer;  USS Towers (DDG 9) as Chief Engineer; USS Bainbridge (CGN 25) as Combat Systems Officer; and USS Gridley (CG 21) as Executive Officer. He served as Chief Staff Officer for Commander, Destroyer Squadron Seventeen, and on the staff of Commander-in-Chief, U.S. Pacific Fleet Propulsion Examination Board as a senior examiner for steam propulsion. Vice Admiral Conway commanded the USS John Young (DD 973), which was awarded the Navy Unit Commendation for Operation Desert Storm and the Battle Efficiency “E”; and served as Commander, Destroyer Squadron Seven, deploying as the Sea Combat Commander for the Constellation Battle Group in the Western Pacific and Arabian Gulf.  He commanded Naval Surface Group Middle Pacific in Pearl Harbor, Hawaii; and was the Plankowner Commander of Expeditionary Strike Group One, deploying to the Arabian Gulf and Red Sea in support of Operation Enduring Freedom and Operation Iraqi Freedom, and was awarded the Meritorious Unit Commendation.  He also served as Commander, Task Force Warrior.

Ashore, Vice Admiral Conway served at Naval Facility Cape Hatteras, where he qualified as one of the first Oceanographic Research Watch Officers; at Officer Candidate School as Tactics Instructor and Educational Curriculum Programs Officer; as Deputy Commander, Operational Test and Evaluation Force Pacific, as Senior Test Director for the Tomahawk Cruise Missile Project; at Bureau of Naval Personnel as Head, Surface Commander Assignment Branch (PERS 410), and Deputy to the Assistant Chief of Naval Operations for Distribution (PERS 4); on the staff of the Joint Chiefs of Staff as Chief, Simulations and Analysis Management Division, J-8 Directorate; again at Bureau of Naval Personnel as Director, Surface Officer Distribution (PERS 41); and as Commander, Navy Region Hawaii.

Vice Admiral Conway’s personal awards and decorations include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit (six awards), Meritorious Service Medal (four awards), Navy Commendation Medal (two awards), and various campaign, service medals and unit awards.
